General direction of the port development
- Naturally blessed with favorable port environment, Gwangyang port is being developed as the Korea’s largest industry cluster port leading the nation’s economic development.
- To accommodate surging wheeled cargoes, part of container terminal is being reestablished as an international vehicle transshipment hub.
- Enhancement of port service and competitiveness of container terminals to cope up with vessel scale-up
- Improvement of specially designated sea area in the port entrance to provide safer entry and departure of large vessels.
- Installation of super post panamax class container cranes to keep up with vessel scale-up so to improve competitiveness of container terminals.

Reestablishment of port functions
- Reestablishment and functions reallocation of unused container facilities to maximize the utilization of container terminals,
- Revitalization of ports with low rate of operation through specialized utilization of the ports.

Port operation and management
- Generation of container cargos and container terminal invigoration by attracting logistics corporations into port hinterland and by supporting expansion of behind industrial complex.
- Customer-oriented operation of industry supporting ports for smoother cargo handling of operators.
- The 3rd Dredged Soil Dumping area will be developed as ports and industrial complex to be an economic development stronghold of the port region.
- Gwangyang phase 3-2 is to be developed as a RORO terminal and before the completion of the construction, wheeled vehicles are being handled at phase 1, berth #3 ~ #4 to improve utilization of the port.
- Attracting logistics corporations, which can generate cargos, to the port hinterland and induce to handle the cargos at Gwangyang port.
- Renewal of old liquid ports such as Nakpo port and Junheung port to increase petrochemical products handling capacity
- Depth dredging of waterways to cope up with vessel scale-up and to provide safe passages to large iron ore and coal carriers.
- Reviewing function conversion of lighters wharfs and common use ports into exclusive use ports and general cargo ports base on cargo handling characteristics and operation conditions.
Improvement of port environment
- In mid-to-long term, continuously increase width and depth of waterways and berthing areas to cope up with vessel scale-up and to provide stable and safe voyage conditions.
- Expansion of anchorages to be better prepared for future Gwangyang steel ports and container terminals congestion and in case of emergency.
- Improvement of drainageway in Gwangyang port hinterland to harmonize logistics and waterfront functions. Planning of port management and operation reflecting urban functions.
